District 4 Recreational Playing League

The rules of play shall be the - Laws of the Game - as published by US Soccer with modifications made by Cal North.

Each Registration League shall be responsible for the conduct of its players, team officials, parents and spectators.

At least one registered CYSA (Cal North) team official or guest coach with a valid member pass shall be present and responsible for the team during the entire match. Forfeit for any ejected coach: if a team's official receives a red card, the team forfeits. Forfeit for fighting: if a match is terminated due to fighting, the fighting team forfeits. If both teams are involved in a fight, it is a double-forfeit.


U14-U19 Game Format: 11v11, match day roster 18 players.

Minimum Number of Players on a Side: 7

Players: CYSA (Cal North) player pass: all players must have a current CYSA recreational player pass.

Guest Players: Guest players allowed: must have recreational player pass. Names must be entered onto the game card. The soccer age of the guest player must be the same soccer age or younger than the age group of the team on which the player will be guesting. Teams should not use guest players to significantly impact a games result.

Playing Time: u14 2 x 35 minute halves, u16 2 x 40 minute halves, u19 2 x 45 minute halves, with 10 minute break in between.

Substitutions: unlimited according to the following modified laws:

  1. Prior to a throw-in, in your favor. If the team in possession of the ball substitutes, the other team may substitute players as well.
  2. Prior to a goal kick, by either team.
  3. After a goal, by either team.
  4. After an injury, when the referee stops play, by either team.
  5. At half time.
  6. When the referee stops play to caution a player, only the cautioned player may be substituted, prior to the restart of the game.
  7. A substitute shall not enter the field of play until he/she has been given a signal to do so by the referee.
4 Goal Mercy Rule: winning team must start removing players when the goal differential hits 4.
Teams are required to take appropriate steps to minimize scoring in runaway games. Before resuming play after one team attains a four-goal advantage, the winning coach is required to start removing players. An additional player must be removed for each additional goal. At no time will a team be required to play with less than seven players. If goals are scored by the losing team after the invocation of this rule, the winning team may increase the number of players on the field at the same rate as they were removed: one player for each goal.

Recording Scores: both coaches and referees (if possible) should record scores on mysoccerleague.com.

Game Cards: the home team shall provide the game card. Game cards should be kept by the winning coach or home coach if a tie game, in case there is a dispute.
Game cards can be generated from MySoccerLeague. After you have logged in click VIEW TEAM and your schedule of games should be displayed. On the far right of the game listed is a link, CARD. When you click on the link, a printable game card is displayed. If you had entered your roster prior, your roster will be displayed.

Red Card Reports: referees please return passes to team and complete an online 24 Hour Sendoff Report.



Confirm Scheduled Game with Opponents:
It is recommended, each week, coaches (or designated team representative) contacts opponents and confirms the details of the scheduled game by the Monday preceding the game.

Game Cancellation / Re-schedule / Change of Time or Location:
96 hour cancelation: games can be canceled up to 96 hours before the match. Cancelations after that result is a forfeit and no rescheduling.
A team which cannot field a squad for a scheduled game must:
  1. Contact the opposing coach (contact info is above the game schedule).
  2. Email the District 4 Match Scheduler, d4scheduler@aol.com.
  3. Home team notify their leagues Match Scheduler and Referee Assignor.
